CONGRESSWOMAN CHU DENOUNCES VICIOUS ATTACKS AGAINST SANDRA FLUKE

WASHINGTON, DC – On February 23, Georgetown University law student Sandra Fluke bravely testified before the House Democratic Steering and Policy Committee about the importance of access to contraception for all women. To discredit her testimony, rightwing radio talk show host Rush Limbaugh called Ms. Fluke a “prostitute” and a “slut”. In response to his vile attacks, Congresswoman Chu will be sending a letter of outrage to Speaker Boehner and released the following statement:

“How dare Rush Limbaugh target Ms. Fluke with his hateful rhetoric? Her actions demonstrate a true profile in courage. His are the acts of an ignorant, hateful man who preys on misinformation and cruelty.

“As is always the case with Rush Limbaugh, facts are his first casualty. Ms. Fluke’s comments had nothing to do with her personal experiences or circumstances. She addressed Congress on behalf of a friend using birth control for non-sexual medical reasons. It had nothing to do with sex. It had nothing to do with Ms. Fluke. Yet Limbaugh delighted in calling her rude and inappropriate names.

“What’s truly sad is the fact that this man thrives on this kind of filth – it’s how he makes his living. While most Americans work hard and want only to have equal access to health insurance as part of their compensation, and while Ms. Fluke wanted only to stand up for those hardworking Americans’ right to equal access to health insurance, Limbaugh wants only to distort the truth for his ditto head audience.

“Where is the outrage from Congressional Republicans? Whether they like it or not, Limbaugh speaks for their party and reflects on their judgment. How can the majority party of this legislative body expect qualified witnesses to testify if such personal attacks are allowed to pass? I urge my colleagues from the other side of the aisle to stand up for what is right, and shoot down this thinly-veiled attempt at character assassination.”

CAPAC Chairwoman Judy Chu Passes Amendment to Protect Limited English Proficient Consumers from Abusive Lenders

WASHINGTON, D.C. — Today, Congresswoman Judy Chu, Chair of the Congressional Asian Pacific American Caucus (CAPAC), introduced and passed an amendment to the Consumer Financial Protection Safety and Soundness Act (H.R. 1315) to protect consumers with limited English proficiency from abusive lending practices.

“Many consumers, especially recent immigrants and minorities, are particularly vulnerable to abusive lending practices because of their limited English skills,” said Congresswoman Chu. “A lender may discuss the terms of an agreement with them in Mandarin or Spanish, but the contract is written in English. This means some consumers are signing forms that they don’t even understand, or agreeing to terms that are completely different from what they discussed. This amendment allows us to begin addressing this problem so that we can protect all Americans from getting trapped by predatory and deceptive loans.”

The amendment, which passed the House unanimously by a voice vote, requires a specially designated Commissioner to conduct research on how language barriers can lead to unfair lending practices and issue a report on ways to protect consumers.

During her past role as an Assemblywoman in the California state legislature, Congresswoman Chu successfully passed a bill into law that required companies negotiating sales contracts in an Asian language to provide a written contract in that same language.

As Chair of the Congressional Asian Pacific American Caucus, I want to sincerely thank and congratulate you for all your hard work and your many successes in promoting highly qualified Asian Pacific American candidates to the federal bench. Since January 2009, your Administration has made history in nominating the most Asian Pacific American candidates to the federal bench – nearly doubling the number from 8 to 14. Doing so ensures that the Federal Judiciary fully represents the American people, including the 17.3 million Asian Pacific Americans.

Your successes include, Denny Chin, Edmond Chang, Edward M. Chen, Dolly Gee, Leslie Kobayashi, Lucy Koh, and Jacqueline Nguyen, who have all been confirmed to the bench. But you have also made a significant impact on increasing Asian Pacific American representation as non-Article III judges. And though you have brought Asian Pacific Americans higher in the Judicial Branch than any other President, our representation on the federal bench still does not accurately reflect our community’s presence in the United States. CAPAC: CAPAC Chair Judy Chu Releases Statement on HHS Viral Hepatitis Report

(Washington, D.C.) – U.S. Rep. Judy Chu (CA-32), Chair of the Congressional Asian Pacific American Caucus (CAPAC), today issued the following statement on the U.S. Department of Health and Human Services’ action plan to prevent and treat viral hepatitis, an epidemic affecting 3.5 to 5.3 million Americans.

“The long-awaited plan outlined by the U.S. Department of Health and Human Services is an incredibly important step in our efforts to combat the spread of viral hepatitis. This report is critical for the Asian American and Pacific Islander (AAPI) community where hepatitis B is especially lethal. AAPIs make up 5.5% of the U.S. population, but account for more than 50 percent of chronic hepatitis B cases. That is why CAPAC is leading the effort to pass a health disparities bill that includes programs designed to improve the way viral hepatitis is diagnosed and treated. Together, we can reduce the glaring disparities plaguing the Asian American and Pacific Islander community, and prevent this silent killer from striking so many. I want to express my sincerest gratitude to Dr. Howard Koh, Assistant Secretary for Health for the U.S. Department of Health and Human Services, who was the driving force behind this initiative, and thank Dr. Fenton of the CDC for being so proactive.”

Rep. Chu Takes Stand Against Unfair and Harmful House Budget

(Washington, DC) – U.S. Rep. Judy Chu (CA-32) today spoke on the House Floor in strong opposition to the GOP’s Fiscal Year 2012 budget proposal.

“The Republican budget is a road to ruin for America’s working families,” said Chu. “Instead of reducing the deficit by ending subsidies to Big Oil and eliminating tax breaks for companies that ship jobs overseas, the House Leadership has decided to single out seniors, students, children and the middle class for devastating cuts.”

The Republican’s FY2012 budget ends the guarantee of Medicare for seniors, makes deep cuts in education, raises the cost of college for nearly 10 million students, and makes tax cuts for the wealthiest permanent, which adds $1 trillion to the deficit.

“Both sides of the aisle are committed to deficit reduction, but the Republican budget hurts America’s future by failing to create jobs and grow the economy, and unfairly targeting cuts at middle class families and seniors,” said Chu.

Yesterday Congressman Paul Ryan introduced the Republican Party’s Fiscal Year 2012 “Road to Ruin” budget.

We have been back to work in the House for 14 weeks. And for 14 straight weeks the Republican majority has done nothing to create jobs. They haven’t even put a single jobs bill on the House Floor. In fact, their proposed spending bill for 2011 actually costs America 700,000 jobs.

Now, Congressman Ryan and the Republican leadership want to extend their job killing policies and permanently eliminate the middle class.

The Republican’s “Road to Ruin” is nothing short of an attack on working families, seniors, students and children.

It attacks America’s workers by not doing anything to create jobs and by gutting job training.

It attacks America’s seniors by ending Medicare as we know it through bait-and-switch privatization schemes.

It attacks America’s students by cutting education and depriving tomorrow’s workers of the skills they need to compete.

It attacks America’s children by denying them affordable access to a doctor through slashes in Medicaid.

Now, no matter what side of the aisle we are on, we can all agree that deficit reduction is important.

The question is how do we do it? And what we can’t do is balance the budget on the backs of America’s middle class, our seniors, our students and our children.

But I do know some things we can’t afford.

At a time when middle-class families are struggling, we can’t afford to keep spending billions in subsidies for Big Oil and giveaways for special interest.

At a time when our senior population is growing, we can’t afford risky privatization tricks that drive up costs and put health insurance companies back in control of health care.

At a time when our economy needs an infusion of the best and brightest workers, we can’t afford to cut public education while protecting tax breaks for companies who ship jobs overseas.

At a time when some parents are working two jobs so their children can see the doctor, we can’t afford to dismantle Medicaid and then spend billions of dollars in tax breaks on people already making upwards of half-a-million dollars.

A budget isn’t just about dollars and cents – it’s about priorities and values.

And as Representatives of the American people our priorities and values should reflect their priorities and values – jobs, a secure retirement, the promise of educational opportunity and the certainty that if your child is sick, then you will be able to afford to see the pediatrician.

If you vote for this bill, then who among us could go home and look senior citizens in the eye – knowing we ended Medicare as we know it?

Who could look an unemployed worker in the eye – knowing we didn’t do anything to create jobs?

Who could look a student in the eye – knowing we took away their opportunity to succeed with a quality education?

Who could look a child in the eye – knowing that if they get sick, then we are the reason they can’t afford to see a doctor?

I want to reduce our deficit – I know it’s vital to our fiscal future.

But I also want to be able to look my constituents in the eye and tell them that I stood up for their priorities – and not those of Big Oil, international corporations and special interests.

And the truth is, we can do both: we can get our deficit under control – and we can do it without cuts that hurt hard working families.

Rep. Judy Chu Fights Against Republican Attempts to Curtail Women’s Reproductive Rights

WASHINGTON- Today, February 8, Rep. Judy Chu, D-CA32, joined fellow House Judiciary Democrats for a joint press conference in opposition to Republican attempts to curtail women’s reproductive rights with H.R. 3, the “No Taxpayer Funding for Abortion Act.”

H.R. 3, sponsored by Rep. Chris Smith (R-N.J.), would have a devastating effect on women and families. The bill further narrows the Hyde Amendment’s already limited exceptions for rape and incest—coverage would be limited to women who can demonstrate “forcible rape” and incest survivors who are minors. The bill would also have the effect of eliminating the market for private insurance coverage for abortion. It would impose enormous tax penalties on Americans and businesses with private insurance plans that include abortion coverage.

“Proponents of HR 3 are trying to steal away one of the most personal and private healthcare choices a woman may ever make. Instead they want out of touch elected officials all the way in Washington to dictate what’s best for her health,” Rep. Chu said. “Every woman in this country has a legal and constitutional right to choose. And because Republicans can’t outlaw choice, they have chosen to tax it away instead. So it’s for American women that I stand here today to strongly oppose HR 3.”

“They are usurping the legal rights of American citizens at a time when unemployment is at 9% and the new Republican majority hasn’t put a single job creating bill on the House Floor.”

Representative Judy Chu was elected in July 2009 to the U.S. House of Representatives as the Representative of California’s 32nd District, which includes East Los Angeles and the San Gabriel Valley. She is a member of the House Judiciary and Small Business Committees, as well as the new chair of CAPAC.

LOS ANGELES, CA – Rep. Judy Chu (D-CA) released the following statement today in response to comments made by right wing radio personality Rush Limbaugh yesterday, during which he made ridiculed the accent of Chinese President Hu Jintao and made other comments disparaging of Chinese culture:

“I was shocked and appalled by Rush Limbaugh’s comments on his radio show yesterday. Calling the Chinese names and imitating the Chinese language was a childish and offensive tactic. It is one thing to disagree with a nation and criticize its policies, but it is another thing to demonize an entire people,” said Rep. Chu.

“There are 2.5 million American citizens of Chinese descent in the U.S. today. We have come a long way since the Chinese came to America to help build the transcontinental railroad. Over the last 150 years, the Chinese in America have faced severe racial discrimination. It wasn’t that long ago that the Chinese in America were legally excluded from the basic rights given to every other newcomer. They were called racial slurs, were spat upon in the streets, derided in the halls of Congress and even brutally murdered. So when I hear popular leaders in the media, like Mr. Limbaugh, unearth this same type of derogatory rhetoric I can only think about how far we have come and worry about whether we want to head back in that direction.”

Summary: Seeking candidates for executive director position for the Congressional Asian Pacific American Caucus (CAPAC). The executive director serves a bicameral caucus of 30 Members of Congress, and reports directly to the chair. The E.D. manages the work of the caucus on member services and policy strategy through six task forces, chaired by Members of Congress. The E.D. also directs and coordinates community outreach and media strategy, including social media, across diverse AAPI communities. The position requires close collaboration with the Congressional Black and Hispanic, House and Senate leadership, the executive branch, as well as AAPI community advocacy groups.

Role:

  • To implement the strategic goals and objectives of a caucus of 30 Members of Congress dedicated to advancing the Asian American and Pacific Islander (AAPI) community.
  • To give direction and leadership toward achievement of caucus’s philosophy, mission, strategy, and annual goals and objectives.
  • Reports directly to the chair of the caucus, typically through the chair’s chief of staff.

Responsibilities:

  • Supporting the Chair: Serve the needs of the Caucus Chair with respect to the work of the caucus, including preparing the Chair to run caucus meetings to carry out the work of the caucus, keeping the Chair apprised of the ongoing developments within the AAPI community, briefing the chair on community meetings and events, drafting talking points, and other support.
  • Member Support: Provide support to 30 Member offices with respect to relationships with and information regarding the AAPI community, as well as preparing Members and their staff for caucus events and meetings. Maintain relationships with congressional staff throughout the 30 Member offices. Ensure effective staff communication with 30 Member offices regarding the work of the caucus. Working with schedulers to ensure Member attendance at caucus events.
  • Capitol Hill and Executive Branch relationships: Manage relationships for the caucus including with House and Senate congressional leadership, congressional committees, the Congressional Black and Hispanic Caucuses and other legislative caucuses and executive branch contacts.
  • Community Outreach: Ensure visibility of Caucus Members to the community. Create and implement comprehensive plan for ongoing community outreach to national and local Asian American and Pacific Islander community contacts. This includes planning summits, meetings, conferences, events, briefings, and trainings. The caucus is the voice of the AAPI community in Congress, and as such, community input on the priorities of the caucus is important.
  • Policy: Manage the legislative and other policy work of six task forces, namely civil rights, economic development, education, health care, housing, and immigration. This includes legislative strategy development, work with congressional leadership, congressional committees, and the executive branch.
  • Media: Manage media/communication strategy of the caucus, with major news outlets, Capitol Hill newspapers, AAPI ethnic media, and social media. Maintain community listserv and media lists. Oversee a quarterly caucus newsletter.
  • Staff: Manage the work of primary CAPAC staff.
  • Recordkeeping: Ensure caucus recordkeeping, including keeping records of meeting minutes of the organization, and developing annual reports of caucus accomplishments.

Chu Blasts Deficit Commission’s Proposal to Cut Social Security’s Annual Cost of Living Increases

“Balancing the budget on the backs of America’s seniors is completely unacceptable.”

WASHINGTON – Today, Rep. Judy Chu, D-Calif., criticized a proposal from the co-chairs of President Obama’s fiscal commission that would dramatically reduce Social Security Benefits. The plan, unveiled to commission members today by co-chairmen Erskine Bowles and Alan Simpson, would reduce the annual cost-of-living increases in Social Security and raise the retirement age to 68.

“Balancing the budget on the backs of America’s seniors is completely unacceptable,” Chu said. “This recession already forced local governments to slash services for seniors across the country – at a time they’re already struggling. Cutting the benefits they receive from Social Security only puts their economic security at even greater risk.

“The President’s fiscal commission is doing important work, but it’s disingenuous to try to decrease the national debt by ‘fixing’ Social Security problems that don’t exist. Social Security is separate from the budget and doesn’t add a penny to the deficit. I worry that those who say it’s broken simply want to break it themselves.”

By law, Social Security is separate from the budget and must pay for itself – making it completely budget neutral. According to data from the official Social Security actuary, the program will have a $4.3 trillion surplus by 2023. And it will be able to pay out all scheduled benefits for the next quarter-century with no changes whatsoever.

Last year was the first year without a Cost of Living Adjustment (COLA) increase since automatic adjustments for inflation began in 1975. Almost 73,000 residents of Chu’s Congressional District currently receive assistance from Social Security.

Representative Judy Chu was elected in July 2009 to the U.S. House of Representatives as the Representative of California’s 32nd District, which includes East Los Angeles and the San Gabriel Valley. She is a member of the House Judiciary, Government Oversight, and Education and Labor Committees.

Congresswoman Chu’s career in politics spans 24 years. A lifelong educator, Congresswoman Chu taught community college classes in Los Angeles and East Los Angeles for 20 years. She holds a Ph.D. in psychology and a B.A. in mathematics.
